USPS Offers $15,000 Early Out Incentive To Mail Handlers

USPS is offering a Voluntary Early Retirement (VER) opportunity to employees represented by the National Postal Mail Handlers Union (NPMHU). In addition, USPS has reached an agreement with the NPMHU to offer a separation incentive to employees the organization represents.

Earlier this month, USPS announced plans to move ahead with a modified plan to consolidate its network of 461 mail processing locations in phases. The first phase of activities will result in up to 140 consolidations through February of 2013.

Details of the VER and incentive plan are available on the Workforce Connection website on LiteBlue. Major provisions include:

All career employees covered by the USPS-NPMHU National Agreement are eligible for the incentive offer, with a few exceptions that are detailed in the Memorandum of Understanding.
The total incentive amount for full-time NPMHU bargaining unit employees is $15,000. Eligible participating NPMHU employees will receive an initial incentive payment of $7,500 on Dec. 21, 2012 (less required deductions and withholdings). The remaining $7,500 will be paid on or about Dec. 20, 2013 (less required deductions and withholdings).

The incentive program is available to eligible employees who notify USPS on or before July 2, 2012 of their intent to participate in the VER, optional retirement, or voluntarily resign and who separate effective Aug. 31, 2012.

Part-time career employees also are eligible for the incentive on a prorated schedule.

Optionally eligible employees may begin the process immediately by using eRetire or by contacting the Human Resources Shared Service Center (HRSSC) at 877-477-3273. VER-eligible employees will receive an offer letter and kit with required documents to initiate the process. Eligible employees selecting resignation also may begin the process immediately by contacting HRSSC. All retirement-eligible employees will receive offer letters and annuity estimates at their mailing address during the week of May 29.Dec. 20, 2013 (less required deductions and withholding.)

If the USPS change the way they remover employees they can keep the 15,000 if they are gone to change theway to remove them and the other take the 15,000 then you will have a mess on your hand. to everyone that do not think the USPS is hurting then you need eye glasses.I was ans employee for 37 years before I retire. I don’t think the Union can stop the PMG if he wants to offer Clerks an early out. He will do what he wants. So, how about it APWU? Give us the dirt!! Anyone got the guts to tell us whats going on?

  3. I think you are right about the union not wanting us out, because they will lose union members. Maybe we should get out anyway,because it doesn’t seem the union are for their members anyway.

  4. Sadly, enuf, I think you may be right. Remember the APWU is responsible for the horrible contract that we now toil under ( NO raise, NO COLA etc.) while the NPMHU has not yet settled for management’s meager spoils. It’s ALWAYS about the “Union position” not the individual benefit of the member. Fewer members means less and less union $$$ and less union power. Their position seems to be “the hell with the members…save the union!”

  10. The real bad part about this offer is not that the USPS offered it..the Mailhandlers union agreed to it.. they came to an agreement as always without letting mailhandlers know a thing. Your union is to blame..talk to them.

    But that will never happen.

    The other way is to offer incentive or years service. If you are already eligible you would only be entitled to the money. If you need years service you would only be entitled to the years service. You wouldn’t be entitled to both. I am eligible and have my date. I won’t be staying around waiting for an incentive.

  13. If you are a FERS employee you only receive 1 % for every year of service.That means including military time you must work 50 years to receive 1/2 of your base pay before deductions.

  15. For every mail handler who takes the bait and leaves, the USPS will hire a new casual or other temp worker. At our GMF in Denver, there is 4 hours of overtime almost every day of the month for those on the OTDL. Does that sound like they are overstaffed?

  17. At my plant I say about 25 mh eligible w/o years added. I believe maybe 3 at the most will take the offer. Multiply that by let’s say 700 plants and large stations and your talking MAYBE just over 2000 taking. Drop in the bucket. The potential big numbers are with the C craft (and I don’t mean clerk). Carriers would really inflate the EO if offered. They’re so beat up and abused that you would see a major exodus if they were offered (IMHO)

  25. I would leave for 15,000. I would be more than happy to retire with no penalties plus the special supplemental income which is about 800 I guess for an employee. I would only get about 350 cuz I bought back my military time. Let me go with that and I am happy.

  35. Guess the PO decided that the Mail Handlers that are still around after being excessed multiple times every six months for the past year or so; are’nt going anywhere. If they are still hanging on even now, I doubt that 15k will shake many loose. I would have left long ago!
