There will be no fourth cost-of-living adjustment (COLA) for letter carriers this period, under the terms of the 2006-2011 National Agreement. That’s because there was no increase in the Consumer Price Index (CPI) between July 2008 and January 2009, based on figures released by the Bureau of Labor Statistics (BLS) February 20,
The next COLA—the fifth under the contract—will be based on any increase in CPI from January to July 2009. The last COLA was $1,497 in September 2008.
There are eight COLAs included in the 2006-2011 agreement.

There was no projected accumulation toward the fourth regular cost-of-living adjustment (COLA) for letter carriers under the 2006-2011 National Agreement following the January 15 release of the December Consumer Price Index (CPI). The next COLA will reflect the increase in the CPI, if any, between July 2008 and January 2009, and will be payable the second full pay period following the release of the January 2009 index.
There are eight COLAs included in the 2006-2011 contract.

In December, the Consumer Price Index (CPI-W) fell to 610.075. After the fifth month of the six-month measuring period, and assuming the next COLA were based on the December index, the fifth COLA under the 2006 National Agreement and the Operating Services Agreement would be zero. However, the next COLA will be based on the January 2009 index point and will be effective March 14, 2009.
The fourth COLA ($1,477) was effective Aug. 30, 2008 (pay period 19-2008, pay date Sept. 19, 2008).

Thanks to a cost-of-living adjustment that will be the highest in APWU-bargaining history, postal workers represented by the union will be receiving an annual raise of $1,477 at the end of the month.
The increase is the result of the Consumer Price Index rise during July, the last month of the most recent six-month Cost-of-Living measuring period under the 2006 National Agreement.
“This is not only the largest COLA increase under the current contract,” said APWU President William Burrus, “but the largest such raise we’ve ever achieved.”
The Cost-Of-Living Adjustment will be effective Aug. 30, and will be reflected in Sept. 19 paychecks (Pay Period 19-08). The adjustment will amount to a 71-cent per hour increase, or $56.80 per pay period. The July index represents the completion of the fourth (of eight) six-month COLA measuring periods in the 2006-2010 Collective Bargaining Agreement.
“Cost-of-living adjustments continue to make important contributions to our members’ wages,” Burrus said. “APWU members who began 2008 at Level 5 Step O will realize an increase of nearly $3,200 per year as a result of the February upgrade and the March and August COLAs.”
There will be four more COLA adjustments under the 2006 National Agreement. After receiving no increase during the first measuring period in 2007, employees received a $686 raise last Sept. 1 and a $479 raise on March 15. With the latest adjustment, the COLA increases in the current contract will total $2,642.
Postal COLA Update: Letter Carriers To Get $1,498, APWU $1,477
The next regular cost-of-living adjustment (COLA) under the (NALC)2006-2011 National Agreement will be $1,498 annually, based on the Consumer Price Index for July. The COLA, effective the pay period beginning August 30 (pay date September 19), is the third of eight COLAs included in the 2006-2011 contract.
The new COLA is equivalent to 72 cents per hour, or $57.60 per pay period.

Even with the Consumer Price Index falling slightly in July, the latest Cost-Of-Living Adjustment under the National Agreement will give APWU-craft employees an annual raise of $686.
July was the last month of the second six-month COLA measuring period in the 2006-2010 Collective Bargaining Agreement. The COLA will be effective Sept. 1, and will be reflected in Sept. 21 paychecks (Pay Period 19-07). The adjustment will amount to a 33 cents per hour increase, or $26.40 per pay period.
This will be the third largest COLA increase since 2000. APWU-represented employees received an $812 cost-of-living raise last September, and a $728 COLA in September 2005.
