		<description>Sounds like DOIS.  

The numbers get changed to try to make the end numbers meet what they want them to.  FSS projections are too low, so they introduce this TE savings projection to try to pump up the projected savings.  
Smoke and mirrors and nothing more.  Keep making up new formulas and eventually you may be able to justify this complete waste of money.

		<description>as a letter carrier in an affluent suburb, i worked hard delivering mail. ive had 3 surgeries for repetative motion injuries.2on the right hand.i can barely use my right hand.i see so much fear now on my job. people are limping yet scared to report the injury.after almost 19 years i am saddened by the actions of the postal  service/nrp.last suegery 4 months ago. no work available, cant work anywhere else.yet people are getting overtime pay to do our jobs. what a waste.</description>

They always give their fellow white collar kind a slap on the wrist no matter what they do. When white collar people steal, it&#039;s considered and &quot;error in judgment&quot;. When blue collar people steal it&#039;s a &quot;crime.&quot;  Even thought White Collar people are supposed to be held to a higher standard. What Joke!</description>

The language has not been changed since 73 so why would an arbitrator use any other decisions. He based his decision on national awards that said the USPS does not have to ask the union how to run their operation and that reducing a tour complement is their right as the owner of the company. The APWU national knew that they had no chance but in order to give the apperance of putting up a fight they filed the grievance and took it to arbitration. You can bet your bottom dollar that they already knew that those cited awards existed. Because they are elected national officers does not mean that they are any smarter than those of us on the local level.</description>

And what about paying that money back? This kind of behavior will continue unless the nation cracks down hard on these criminals. They know they won&#039;t have to serve long in jail. We as postal employees make good money and for someone to be that greedy to think they can get away with stealing, doesn&#039;t deserve the good job they had. Think ahead people, is it really worth it? To give up such a good job with good benefits? Not in my opinion. The postal service could be in the black if all these criminals from within the PO were to work in a Processing Plant only for those who commited the crimes, for no wages. Like a prison, only they process the mail for the carriers. No wages, but they can go back to their cells when the work is done. Therefore they are locked up, and they work nights....FOR FREE. Just think of the savings the USPS would have.</description>

		<description>why not have the Postal Service work 10 hours a day, 4 days a week. It should save on the overtime they are paying out now. Two days could run consecutively and the other when mail volume is the lowest day. Everyone would be working 7 days a week, but with differnent days off, and should save the Post Office some money.</description>

Although many were displaced and disgruntled, you had to see the logic in this. You are also correct, NBA&#039;s have warned against what goes to  national arbitration, it could turn around and &#039;bite&#039; us. Its complicated, trying to preserve the rights of members and collective bargaining in this climate when the USPS has a whole new ball game since the last contract was written, and really aren&#039;t concerned with its provisions as it stands now. What I see is the collective bargaining is over ridden by the postal reorganization act..even though it was written later. Arbitrator Das cited 1973 and 1977 article 3 decisions.
