The NAPUS National Office has been hearing from many Postmasters concerning rumors on Voluntary Early Retirements (VERs) and retirement incentives for those who are eligible to retire.  The rumor mill is alive and well, and while many of the things that have been published may have credibility, there has been no official announcement from the Postal Service on VER’s or incentives for retirement eligible employees.  Please look for updates on these and other important developments as they are officially announced, by checking the NAPUS website, Breaking News page.

Rumors are a natural occurence during times like these, but nothing will replace the facts, and that can only happen when an official announcement is made by the Postal Service.  You can be assured that your NAPUS leaders are involved with postal leaders and nothing will be published until it is official.

NAPUS President, Bob Rapoza has issued a message to NAPUS members in response to a mass mailing that was sent to Postmasters this week from the National Association of Postal Supervisors (NAPS,) inviting Postmasters to join the supervisory organization.  The Postal Service does not recognize NAPS as a representative for Postmasters in the consultative process for planning and developing pay policies and schedules, fringe benefit programs, and other programs relating to Postmasters.  For more on President Rapoza’s comments, click http://www.napus.org/president-rapozas-updates/

  1. APWU (for one) does not support early outs that will result in loss of lemmings and their dues money hence also a crimp in the lifestyles of many of its officers. Rumor now has it there may not even be a hospitality room at this years national convention. This…is unheard of. Next…there will be no parade of states!

  2. I would like to refer to J. Alec West on the remark posted on Friday 16, March 2012 at 2:01 PM. Alec, I have searched everywhere about the allged $20,000.00 that was offered to the Portland, Oregon P&DC employees’ but, I have found nothing about the offer. If this is true according to what you informed us, can you give us an update on this information?

  3. No years have ever been added. You were allowed to retire if you were within 5 years of retirement. CSRS still had the 2% per year penalty. $25,000 is the most that can be offered by law. The law would have to be changed to do away with the penalty for CSRS early retirement.

  7. Hard working u don’t what u r talking about. They received 6 mos pay. Part in the first yr and the other part at the being of the next yr. They did not add any time to their yrs. I just talk with someone that retired in 1992. I have worked for the postal svc for 36 yrs. I know for a fact that this is all they got.

It had to be negotiated it with the Union and OK’d by the Gov. Thay wanted 30000 to retire and 40000 did. Guess what? after that they rehired,and were all fers employees. You only retire once,they deal with it all the time through the years. Dont be fooled, they got the money, they just want to offer very little to us. Look at what they are giving to the top brass in the P.O. to retire!

  10. An email went out to all the Big Boys and it stated that it was just a “Rumor:”: 2yrs added to CSRS and 5yrs or 20K for FERS. Money paid in two installments. Simple as that. CSRS employees should all be ready to retire and there are many FERS employees with over 30yrs that have added their Military Time and are ready also. Considering the climate and condition of the Post Office…..you would have to be a fool not to take it!

  11. I was there. That is complete bullsh#t. No one has ever received “years added”. IT HAS NEVER HAPPENED. And everyone I knew that left in 1992 received 6 MONTHS pay. Take your made-up bullsh#t elsewhere, you stupid f#@ks.

  12. “Wage Slave” & “dd” apparently were not here in 1992. The max the Postal Service can offer is 25,000.00 by law. But if it is negoiated with the union it can be more such as in1992. Which was a years salary. Half the year you retired and the other half the following year with taxes taken both years. Also as I said before, with union involvement they got 5yrs. on Time And Age. Go back and ask some one that was there in 1992.

Postal management gave Potter a big severance package deal when he retired, Congress needs to change some laws to allow a simmilar thing to happen for us craft people.     The “buy out” he refers to NEVER OFFERED ANY “SERVICE CREDIT” AND THE CASH INCENTIVE WAS LIMITED TO $25k.
    That person or one of his friends has posted this ERRONEOUS INFORMATION here before.
    OPM Rules and Laws do not allow “SERVICE CREDIT”…this can ONLY BE DONE BY CHANGING THE LAW. “Service Credit” was NOT GIVEN in 1992 nor was THE PENALTY PROVISION modified for “EARLY RETIREMENT”.
    I advised Union Members that were going to take the “VER” at that time…ALL WHO RETIRED BEFORE MRA HAD TO PAY THE PENALTY…NO EXCEPTIONS.

  17. i thought i read two things: there would be no offer of early out until the election business was over and the post office doesn’t want to lose alot of people before the election because they didn’t think they would be able to handle election mail. so i will wait until i get my 7th package before i say anything will happen or if i will get a buy off offer. yes, i meant buy off. until it’s on paper in your mailbox, broken down by how much the government will be taking, and your please sign here i won’t believe anymore of this talk. my first offer the garaunteed pay was 600 a month after they took out ridiculous amounts of money and i am still here and passed on the last buy off because i didn’t think it amounted to the amount i would have lost losing those 2 percent a year under 55, especially if i lived for a long time and didn’t drop dead six months after retirement.

  18. Where are they going to get the $$$ to buy people out???? Nothing has been decided on the pre-funding, that’s supposedly where the buyout money is going to come from. Make sure all the ducks are lined up before spreading such hopeful rumors.

  19. Postal Service does not need Congress to offer VER. 1992 was the last big buy out.20 yrs. ago. They offered a yrs. pay & 5 on time & 5 on age. They wanted 30,000 people to go, they got 40,000. Now they want 120,000 people to go. The Postal Service needs to quit Dicking around and get real. The Postal Service and the Unions never say whats in the CSRS. Think about this, there has to be billons upon billons of dollars in this account. They could offer 5 on time & 5 on age & give you back your YTD contribution into the CSRS. That would make it fair for both CSRS & FERS.

  20. Chibone – Just so you know, the VER buyout I mentioned was not supposed to be mentioned until next week (grin). A postmaster accidentally (or on purpose) leaked the info to his employees prematurely. The note was copied and spread like wildfire to the P&DC and other stations/SCFs. Point is, managers are not denying its authenticity. So, the offer appears to be genuine.

    I wish I could see the liteblue site. Unfortunately, when I retired, my logon abilities were suspended.

  21. Financial disaster cannot be averted unless management positions are reduced. There are too many small post officies within 6-7 miles of each other and larger office adjacent to hese. One office has a Postmaster with a $63,000 salary and a clerk at $26.. per hour. NO DELIER. rETAI AND BOXES. oFFICE IS SURROUNDED BY DELIVERY FROM A LARGE 22 LEVEL OFFICE 4 MILES AWAY WITH A pm SALARY $94,000. 5 miles from level 22 office is a level 15 office with PM salary $83,000, 5 miles from this office is a level 15 with PM salary 65,000.1 city auxillary city route and 3 rurals. INn same county wihin 2.50 miles of a city finace station is a level 11 office with a PM salary $56,000 and a replacement relief at $19.05 hour. This massive montary expense for management is concentrated in a 8 mile radius of a large office. This massive salary cost could not exist in the private sector as it would be impossible to survive.UPS is profitable as it does have high salaried management positions in communities concentrated within communities surrounding the county seat.Postmaster positions should cover an area through subordinte supervisors.

    USPS need direct link to treasury department as management salaries are unbelievable and positionsmust be reduced to maintain some form of existence in changing times when revenue is decreasing-and salaries due to unjustified positions are increasing. Custodians in some offices exceed $50,000 ANNUAL SALARY. Cost effective operations must be employed to maintain some form of postal system. Firms in a competive market place must operae cost effective to cover cost as they cannot maintain existence continually operating at massive monatary losses such as USPS quarter loss of 3.1 billion dollars with no way to create or increase revenue as a result of decline in services volume loss.Employees and services must be reduced as supply of services exceeds demand creating loss as salaries are not reducing to offset revenue decrease.

I retired last September after 34 years of service, and I wouldn’t care if they offered an incentive now, even tho I didn’t get one, because no one can give me back the six months I have just had away from the disaster that is slowly happening to our nation’s postal service. There isn’t enough money to make me even consider going back. Folks, if you can go, GO! I loved my job for most of the years I did it but the handwriting is on the wall and this Congress is going to do all that it can to shut the postal service down! Get out now and get that retirement locked in before they figure out a way to keep you from getting all that you have worked all these years to have.

  23. They cannot offer the same thing to everybody. CSRS and FERS is different. Fers gets 55% of the CSRS for 1% contribution. And they got matching contributions up to 5%. CSRS contributes 7% to the civil service retirement, and never received any matching funds from USPS. I know they stopped matching for fers people but wow! Fers will haul out more than CSRS could ever have accumulated through the last 20 some years. They cannot offer the two groups the same thing! They wont get the numbers to go out! Think about it! CSRS cannot draw Social Security. They can ,but it will be deducted off of their Postal pension!(CSRS)!

  25. All i know is that if they do offer something then all these AARP card carriers who’ve been saying “offer me something serious and i’ll get out” all these years had best GTFO. Put your money where your mouth has been. After all the whining, i don’t wanna hear “well, i’m not sure if i can afford to now” or “i think i’ll pass cuz i’ll make more money if i stay in”. Here’s your shot, ol’ timer. You can take the management flunkies who’ve been in the exact same supervisor positions for 20 years with ya. Won’t move up. Won’t move out. Won’t step down.   27. The postal Service upper management beginning with Donahoe who is set on destroying the Postal Mail Service and thousands of jobs as we now know it! The public need to become more aware and active in helping change the proposals the Postal Service now presently have! Your present everyday mail delivery service is in jeporady at this time! If the Postal Service go under, mail delivery prices will never be adfordable as they have been; univerrsal service will never be again! The rich and wealthy want nothing more than to privitize the mail service. America, we need to speak up and demand that Congress reconize the Postal Service as a supported federal agency as all other federal government agencies are! Let’s make congress accountable; they are definitely receiving enough of taxpayers money to look out for our best interest!

  28. i don’t care about management, one goes,one comes in. i want what’s right for the people who touch the mail, the people who phsyically work. my co-workers deserve better and so does the american public. management’s stand, the hell with the contract, workers rights, and public service, shows me we ain’t getting nuthing its been nothing but a joke on us- do the right thing – really! so if vers and incentives is what we want, just say we don’t want them. that will screw them up. until further notice, dream on.

  29. Never happen. Mr. Guffey will not sign off on it and the Union has to agree. No signing until work that we deserve is returned to the workers. It is in the contract that work will be returned to the bargaining unit crafts and until that happens….no way.

  30. Maybe there will be some postmaster vaccancies. Our office has 20 employees and PM makes $84000. salary. I am a sales associte and make $53,000. and answer more postal question and financial than PM has knowledge. about.

  31. mass postal – Sorry to rain on your parade but a letter was just handed out TODAY to my former coworkers (I retired last year) offering a $20,000 buyout for anyone who is:

    1) 50 and older with 20 years service.
    2) 25 years of service at “any” age.

    The $20k will be paid out in 2 payments. I was going to say that, as soon as I know more, I’d post it here. But (grin) by that time, I’m certain the news media will have picked up on it. FWIW, I’m discussing what’s been made public at the P&DC in Portland, Oregon.

    Here’s one interesting proviso, though. This is an offer made universally to all workers – craft and EAS. And the proviso is that EAS workers who qualify for retirement but decide to “pass” on it might be subject to a RIF. So, it looks like they’re trying to encourage senior management people to take the exit.
