Reps. Cummings and Lynch to Announce Innovative Legislation to Return USPS to Profitability

WASHINGTON, D.C. — Tomorrow, Ranking Member Elijah E. Cummings and Congressman Stephen Lynch, Ranking Member of the Subcommittee on Federal Workforce, U.S. Postal Service and Labor Policy, will hold a press conference to announce comprehensive legislation to fundamentally change the Postal Service’s business model to cut costs and increase revenue.

Their bill, the Innovate to Deliver Act of 2011 (I2D Act), meets the Postal Service’s financial challenges by implementing reforms in three core areas: profitability, personnel, and performance. The bill includes provisions to allow the Postal Service to function more like a business and reduce the restrictions that have hindered its ability to respond effectively to a changing market.

The Subcommittee on Federal Workforce, U.S. Postal Service and Labor Policy Business will also hold a business meeting tomorrow to markup postal legislation.

  2. I believe that somewhere in the ELM it states that an employee who is forced to retire will be entitled to a separation payout of not less than 52 weeks at the employee’s current salary. If this is true I hope the union drops 120000 ELMs on Issa’s head.

  4. Finally, a voice in the wilderness! Most of the garbage we have to read is that which the USPS management has flooded the media with; that is, all of their lies and misrepresentations and phony numbers. These two have actually approached the issue by recognizing the real problem of the USPS and by proposing a working solution. Thank you, Mr. Cummings and Mr. Lynch, for speaking up for the working class!

  6. The economics of supply and demnand determine the value of any business. The USPS in the mid 1960s WAS SETUP TO EXIST AS A SEMIQUASI BUSINESS GOVERNMENT ORGANIZATION WITH THE GOAL TO BREAKEVEN.. Time and communications technology has decreased the demand for USPS products and services resultin in a decline in revenue with not enoufg income to cover cost resulting in millions of dollar losses. The time for the USPS delivering mail to a physical street address is decreasing rapidly as hs been demonstrated with a deep decline in FIRST CLASS MAIL VOLUME RESULTING IN MASSIVE LOST IN REVENUE. Revenue has declined yet USPS has not decreased inefficient services such as failure to optimize automation, close non needed officies, reduce delivery days and add high salaried headquarters so called eexective jobs. Pay for performance was a costly process to produce a number for management to maintain a goal regardless of cost.
    Congress, PRC must take control to rid excessive cost. THE 21st century and the INTERNET has eliminated the USPS as the connector. GET REAL. BULK BUSINESS MAIL CANNOT PROVIDE FINANCING FOR USPS TO MAINTAIN SOME FORCE OF EXISTENCE. Sat. street delivery of primary product junk mail is a nonrecoverable wasted cost. Idle 292,000 vehicles and delivery personnel. No one would miss anything via US MAIL as messaging is instant via the INTERNET, CELL PHONES AND OTHER APPS. Congress must delete non needed services to aligin supply and demand to make USPS operations cost effective or just ask for
    Congress to grant an annual financial stimulus to cover cost.

  9. How can the PO possibly justify giving any incentives? I also know several people at work who are holding out for money. For many this is just an excuse not to retire. They had their chance before and they keep saying that “Next TIME” it will be more money. That’s fine if you don’t want to retire but stop making excuses already and just get to work!

  11. Why not base it on the the last year’s salary like the Port Authority or even count your night differential and overtim.LOSERS

  12. Several bills and proposals are currently floating around congress. Some are designed to marginalize the USPS ie: Issa/ Ross bill. Others are designed to modernize the USPS for the next century.

    From a buy-out point of view the most optimistic proposal calls for a refund of the overpayments made to the retirement fund, which would free up money to offer incentives to senior/CSRS employees to take retirement.

    This would reduce or eliminate the need to lay off more than 100,000 employees, which would be a contractual nightmare.

    The most pessimistic proposal calls for determining pension calculations based on the Hi 5 years of salary, instead of the current Hi 3 years of salary.

    We must wait and see.

As for all you csrs employees , hang in there , you never know what this company is going to do. When it looks like its not going to happen , it happens . I hope they offer you all an early out so you can enjoy retirement, working for this company over the last few years has taken its toll on everyone !!!!

  14. I work at the PDC in Little Rock Arkansas.

    If postal employees want to take the early retirement…so be it…but I don’t think it should be a forced retirement. I have 28 years…I want to work 42 years…I desire to work till I am 62.

    I am very disappointed about our AMF being on a list to be closed…I pray this dosen’t happen. If closed our priority mail would be shipped to memphis and processed there.
    The emlpoyees in little rock take pride in processing the priority mail…and do a great job doing it.
    The attitude of MANY memphis employees are simple…show up get a check….and it is STUPID to send it to MEMPHIS…..no matter where you live in MEMPHIS there is shootings in thst city daily.
    Not a good place to see any of our employees to transfer to. There are TOO many avenues to take than to see carrer employees lives disrupted and have to move to memphis.
    The postal service needs to take care of their CARRER employees…..and the PSE employee they just hired are a JOKE…..get rid of the PSE and depend on your carrer employees…..they will work the priority mail here in Little Rock….and do it right the first time…on time…everytime….we enjoy delivering your mail to you…….let’s keep the legacy going strong…the UNITED STATES POSTAL SERVICE.
    LOL!!!!! Memphis is 2 hours away…….DUH!!!!!!!! Keep the priority mail and our AMF here..we will work it proudly!!!!

  16. Post Office made a 50 to 75 billion dollar profit people.
    Act in 2006 takes 5.5 billion a year to prefund retirement
    benefits for 75 years–ahead of time or for people not
    born yet. This was under President Bush. So, I guess
    two presidents and two parties let you down.

  17. I agree with John B. this is the very obvious solution to trim the workforce and without harming the political agenda of Obama. An added years of service with no cost to the Postal Service. USPS is happy and so is future retirees..

  18. I’ll take five years added to my time in service and it won’t cost the Postal Service a dime, but this math is probably way over their heads. Personally, I think a fifth grader could see that if you give CSRS five years added to their time, you could get rid of 90K people and open the doors to a flexible restructuring of labor with a much lower cost. But like I said, just way to obvious, so they will never get it.

  19. I know people who will die waiting for a VERA. Meanwhile other people are enjoying retirement. If anyone can believe the USPS will offer a cash incentive given the financial state of the Service….just keep waiting.
