USPS Reports Net Loss Of $1.1B For Month Of February-YTD $1.9B

The US Postal Service released its fifth month preliminary financial report of the 2011 fiscal year (unaudited) . USPS reported a net operating loss of $1.1 billion for the month of February 2011. This same period last year saw a $611 million net loss. In October USPS saw a net profit of $283 million, November 2010 net loss $456 million, December 2010 net loss $156 million and January 2011 net loss $451 Million. After five months USPS reports a net loss of $1.9 Billion (rounded from $1.887) for Fiscal Year 2011 (same time last year it was $1.5 billion).

    The intelligent experienced supv. who has never carried a route is totally frustrated when carrier ask for a 3996; management created late leaving maybe 30-40 minutes and carriers is not to take street break (strret break in local) cut lunch; return to ofice ON TIME AS street time is shown on DOIS PRINTOUT. NO REASON ACCEPTED AS TO MANAGEMENT CAUSED 40 MINUTES LATE LEAVING. Grooming for a supv, job as no qualification other than buddy pack.
    Coverage as to % of deliveries affects street time as per adjustment.
    Supv. or 204B seclected by district MPOO has tunnel vision in referring to DOIS street time which does not reflect management lack of skills in both clerk and carrier operations to insure all incidentals are taken care of to insure carriers are NOT held to create late leaving. IGNORANCE IS NOT BLISS.

Love reading the comments of those that “think” the automation is at such a great, consistent high level that we carriers can walk in, pack the shit up and hit the street….where I am…..they can’t GET the mail to us on time about 30% of the time…and even when I can get the mail cased early enough to hit the street there are always more delays….clerk hasn’t got accountables ready, express mail hasn’t arrived on time….and it is late 50% of the time or more…..so you have to wait on it per management…they sure as hell don’t want to be delivering it….also where I am working we FREQUENTLY get 4,5,6 trays of the great “automated” DPS letters and a full damn tray of raw, most of which could/should be in DPS….AND flats..please…… more errors in that than the DPS letters….the machines are only as good as the prople running them?

    Have you seen any changes in delivery methods,mail processing, retail and customers services or have you being stamping return mail working in central mark up or preparing to return to plant, or maybe checking in carriers on return to office or maybe assisting in mail prep for dispatches to plant. Maybe even an AMS technician or putting mail to carrier case on in housed cased or mail processed at plant placed in trays or tubs placed at carriers case or maybe even operated a DUBUCS 2 or 3 pass.Automation on the scene mail processing and delivery in past 10 years. PIECES PER DELIVERY declined to extent routes are being adjusted by adding deliveries to increase street time as decline in volume and increasing automation has reduced office time. Routes are being eliminated due to volume decline and automation. Eventually routes delivery time will be basically street time other than recurring items such as securing account ables,vehicle check and PM clearance account ables and placing outgoing in designated 1046. Per Cent to Standard 89-92 as mail available to case if any? DOIS project street time as to volume and deliveries. Routes adjusted on coverage less than full 85% . F2 teams monitor as volume declines. Clerk operations LDC 43 will basically be history(distribution) LDC 41 RETAIL hopefully increase to meet window traffic, LDC 48 miscellaneous remain constant, LDC 42 Boxing mail -VOLUME-Productivity determine. LDC 40 SUPV. DECREASE as less employees. F4 teams monitor.
    Volume has declined tremendously in past 10 years and Instant messaging via INTERNET use both personal and business use will continue to increase as new APPS, smart phones, tablets, and yet undiscovered messaging means in connecting people and business will increase, Shop on line and avoid paying sales tax CSRS..

    CSRS do not make fun of nerds as you will be working for one soon unless FOSSILS are extricated.

  6. I think that the contract could have been better… But it is what it is…
    Make Congress give us our 50 to 75 billion dollars back and we would be fine. Then get rid of Middle Management and we would be fine. We need the machines to get the job done just dont need to update them every yr though.
    Quit contracting out work and let us do it would halp also.

  7. I too like the evaluated route system. I know of a few carriers who drag their feet to stretch their route out to make it look longer than what it really is. When they really want to, they are back in the office sometimes in 3 or 4 hours. But when they need overtime or are on inspection, they will stay out there all night if they can. I once had a carrier who put in for 2 hours overtime. So I went with him knowing the mail was light. We were back at the post office an hour earlier than his regularly scheduled time off so he did his route 3 hours faster than what he was planning on. He’s never filled out another overtime slip.

    This is the best comment I have seen anywhere as to defining USPS problem and solutions to solve bottom line deficit.

    The comment by Richard J. MARTINO above define the causes and solves the problem. Also PUTTING city carriers on evaluated hour system pay is the most cost effective route pay method that exist. City carriers would favor this as at one time city carriers were able to bid on rural routes which goal was to get a rural route on evaluated hour pay system to base retirement pay.
    As stated Sat. delivery should be eliminated immediately.

    Bottom line like many institutions it now cost more than its worth
    Regan method in dealing with unions could be employed as with air traffic controllers who refused to return work.

    The mindset that USPS operations can continue with spending more dollars than taking in is a continous minu losing bottomline.
    The financial demand is to make a drastic signigant cost reduction. The primary consideration is ELIMINATING SAT. DELIVERY OTHER THAN FOR EXPRESS AND PRIORITY WHERE A PREMIUM IS PAID FOR A DELIVERY TIME FRAME. Postal financial-analytical statiticans should be able to determine customer needs based on data as presented. The data as presented should justify eliminating Sat. delivery as 1st,2nd,3rd, are all in a decline mode, the loss of revenue on 6 day delivery would not decrease anymore on 5 day delivery.
    Reduction in delivery would be a cost effective massive saving in vehicle use of gas@3.70 and increasing and massive reduction in delivery personnel cost.
    The cost from this aligned with consolodating noneffective — not needed offices would be the PRIMA FICA CONTRIBUTOR TO A BREAKEVEN BOTTOMLINE.

No,No,No……The problem is Congress and the PAEA 2006 Bill that requires the PO to pay the FRHBP, $ 5.8 Billion every year and the Overpayment of the CSRS and FERS, based on the PO having 800,000 employees instead of the 400,000 that acually are on the books! Even with volume decline and gas prices high, the PO would still make money ro break even if it wasn’t for CONGRESS sucking the life out of the PO’s finances! Just ask the US Patent Office, who made a $2.1 Billion profit, then CONGRESS sucked out $800 Million from their profits! Do you see a pattern here? Your Elected officials are playing politics with YOUR lives!

  17. When are you people going to wake up. The losses the Postal Service are enduring comes from the over use of technology. The only ones making money are these companies that supply the Postal Service with useless machines that only make a simple job more difficult. Why now are these Billions of dollars still being invested in equipment that is geared to deal with large volumes when volume is on the decline ? FLAT SEQUENCING MACHINES what a joke. STOP all new purchases of mail processing equipment let the CLERKS, CARRIERS and MAIL HANDLERS DO THEIR JOBS. Which is to collect sort and deliver the US Mail. So what if Siemens and Electron Automation goes broke. ENOUGH ALREADY WITH THESE DAMM MACHINES.

  18. USPS needs to void every union contract in existence since they have not been affordable for many years. City carriers need to be changed to evaluated routes so they have to do their complete job everyday at a fixed cost, not “the best they can” milking overtime. The only craft employees fully earning their money are the rural carriers. As for all the layers of management, L’Enfant Plaza should be reduced to a skeletal staff since nothing of importance (i.e., reducing cost) ever comes out of the place. Districts should ALL be eliminated since everything is now done by computer and telecons which can be conducted by the Area offices. Saturday delivery should be abolished immediately and non-delivery post offices within 10 miles of a delivery office should all be closed. The USA is now connected by the internet, cell phones and television, not the U.S. Postal Service. It’s not the necessity it was when the country was developing and, like many other government institutions, now costs more than it’s worth!

  19. Wouldn’t some of the loss be attributed to the rising gasoline prices? How you don’t make a larger profit in December when it’s your busiest time of the year makes one scratch their head. Are these numbers based on DOIS? Has someone physically counted each mail piece? If they haven’t, I don’t believe a word of it.

  20. Why doesn’t the Postal Service address the 3.6 Billion dollars plus it spends every year for people sitting at home on Workers Compensation. There is no one visiting these people observing if they are doing thing they shouldnt be doing. Us hard workers are loosing our jobs while these people sit at home collecting $3000 plus a month TAX-FREE.

    The US DEPT of Labor makes 6% on all the claims they approve. Whats their incentive to deny claims if they make money accepting them. FYI OWCP made 216,000,000 dollars servicing all the claims. Fact. and they service claims extremely poorly.

    Address this issue and save billions every year. Save those that come to work everyday work hard and are getting a RIF notice

    Put resources into weeding out the fakers from the people who truly are TOTALLY DISABLED/
