PMG Plans To Streamline Management, Match Workforce To Workload

To Increase Service Levels, Control Costs

To help increase service levels, improve USPS flexibility and speed, and meet ever-changing customer needs in the communications marketplace, PMG Pat Donahoe says he plans to streamline postal management, improve customer service, and redesign operations to help control costs.

Those plans began to roll out earlier this month with the PMG’s creation of an eight-member Executive Leadership Team — which replaced the previous 10-member Executive Committee — and the reorganization of the senior executive ranks at postal headquarters.

That was followed by the closing of the Southeast Area office. All districts previously reporting to the Southeast Area now report to the Southwest Area office, with two exceptions: The Tennessee District reports to the Eastern Area and the Atlanta District reports to the Capital Metro Area.

“These actions are the beginning of a much larger process that will involve every level of the organization, including the closure of some districts,” says Donahoe. This could include the closure of some 10 districts nationwide and the elimination of about 7,500 positions through attrition, as eligible workers retire.

“As we continue our redesign, we anticipate that Reduction in Force and Voluntary Early Retirement processes will be initiated by the end of this fiscal quarter,” adds Donahoe. “We will provide as much information as we can and will be as transparent as possible about the goals and objectives throughout this time.”

Donahoe acknowledges change is difficult for many people, but it is imperative that USPS continue its evolution as a forward-thinking, fast-acting company capable of providing quality products and services for customers, and a welcoming, diverse, professional workplace.

The PMG should start in Linthicum, MD and get rid of the Plant Manager, make his non-productive MDO’s on Tour II, Tour III and Tour I walk his lying ass out of the building and do not give him a chance to collect a retirement check make him look for a real job when he get’s a real degree in Business Administration.   4. EVERY MONTH WE RECEIVE A BIG MAILING OF VAL-PAK. WE GET THEM IN CARRIER WALK SEQUENCE, BY ZIP CODE. WE PUT THEM ON THE LOW COST TRAY SORTER, THEY GO IN DIFFERENT ERMCS. WE THEN RUN THEM ON FIRST AND SECOND PASS TO BLEND THEM IN WITH THE OTHER DPS. WE PAY OVERTIME EVERY STEP OF THE WAY. THE REASON IS TO HAVE ALL DPS IN ONE TRAY FOR THE CARRIERS. THAT IS FINE EXCEPT WHY ARE WE GIVING THE DISCOUNT? THIS IS NOT A MANAGEMENT BASHING POST, IT IS JUST ONE THING THAT I DON’T UNDERSTAND. HOW DO WE MAKE MONEY? THE DECISION TO DO THIS IS FROM UPPER MANAGEMENT. I JUST DON’T GET IT. MAYBE SOMEONE CAN EXPLAIN THIS? ALSO IN REGARDS TO LAZY CRAFT EMPLOYEES. YOU ARE RIGHT, WE HAVE THEM.   5. So sic of it, have you ever had a grievance filed on your behalf? If not, then congrats for probably being the only worker that hasn’t. As for grievances being BS, there would be no grievance if the contract was followed. And if it were not for the union then your ass wouldn’t have a job. If you did it would not be with the pay or benefits you have now. If you think management would just had you 50k a year because you are such a nice person then think again. The people at the top are only worried about themselves, not the organization we work for.

  6. DUH.. I dropped out of the APWU after years of watching my stewards waste time fighting for BS. APWU teaches employees that being honest is wrong. if you F=up dont be an adult and dont ever take responsibility, They make up an excuse to keep your worthless ass working. Yes I loved working overtime so the dumb ass steward could meet with another dumb ass employee that couldnt do the dumb ass job of remembering how to sort by numbers. but this is what we got when the PO gave the union unlimited steward time, hell the po pays the stewards wages to file BS grievances. AND YOU ASK WHY WE ARE BROKE…LOOK IN THE MIRROR

  7. We had 30 carriers on standby time for an hr yesterday, because mgmt is too stupid to hire the correct amount of clerks, the clerks at my office have been working 10-12 hrs a day for at least 6 months, let management manage ..lol

  8. Remember folks, the ratio of craft to EAS is about 20 to 1. That being the case, if there are one hundred employees ina unit you would have about 5 management. Now, if we are going to cut substantial $$ out of our overhead (labor costs) where does it have to be? Do the math. Anaverage unit will have 40 carriers, 8 clerks and three EAS employees….guess where the cuts are coming from??? Most of you on here do math about the same way you estimate your work loads every day…..it will be alot cheaper when there are no more off days to work overtime and no free money due to article 8…..

    If union’s let Postal management lead the way you’d lead us off a cliff. Why would we just let you manage you haven’t got it right in my 29 years! Was there ever a time when management “managed” the Postal Service by opening up the contract and manuals agreed to by the USPS and the union’s and managed that way. You couldn’t handle craft work, you get into management and you don’t know how to manage. I’ve talked to people on my routes and a relative with a Master’s in business. They’re shocked by the stories they hear about how you manage the USPS. If every boss took the day off tomorrow the mail would still move and be delivered by the end of the day. By the way is there any competant management in the office were all these employees are getting 45 minute breaks? NO! LAME BRAIN!

Sure, blame the union for all the financial problems that Management and Congress started in the first place.I would like to see you talk when you slip up one day and need a union rep to cover you.Management are NOT held accountable for their actions.I had a former manager get busted on a rollercoaster by the district VP when he was supposed to be home recovering from a heart attack, his discipline….suspended 1 week.when he got back, he took medical leave for another 3 months all paid..Upper Management has their own set of rules and can pretty much do what they want.This was admitted by Head Legal counsel Gibbons.

It’s funny to read all these post about management, and no one seems to talk of the wasted hrs employees spend on break is suppose to be 15mins at our facility employees are taking 30,45,1hr plus, hitting the clock and going to the locker room etc……. I would love to see a lot of the people that do all the complaining walk in mgmt shoes make a difference do your part an stop wining.

    The union contribute a lot to this, when employees take advantage of the system and mgmt try to correct it, instead of the union telling the employees they are wrong they make excuses for the emp…. This is our company we need to let management manage and we move and deliver the mail like we are being paid to do.

  13. Every employee of the US Postal Service is aware of its financial woes and the fact that too many employees are on the payroll (yes most of which is EAS). In these difficult times retirement eligible’s simply will not quit for financial reasons and dreams of future cash incentive. The Postal Service may have an alternative if the law will permit. There are still many CSRS employees on the roles most of which are already retirement eligible. The Postal Service can not afford to give cash incentives but maybe adding years to service may be more enticing. From what I’ve read the Postal Service has over funded its retirement system by billions. Why not dip into that money to encourage eligible employees to retire. I’ve done the math and adding 5 years to my 33 years service would be a windfall in my opinion. I don’t need the cash up front as much as an extra 10% retirement pension for the rest of my life. This is simply fantastic and would benefit the agency. On average the more senior employees make higher salaries, replacing key positions with lower paid employees will save USPS thousands. In addition, most CSRS employees would be off the roles saving the agency millions in retirement contributions.

  14. When this happens, such as in the Southwest Area, does that mean that those managers are no longer employed by the Postal Service, or just moved somewhere else? Seems like it’s the curly shuffle all over again. When this alledged “reduction” takes place, I want to see a list of managers that are no longer employed at USPS, and see if the claimed “savings” match the actual employee loss. we’ve seen this before, so dont expect Donahoe to be any different than Potter, and why isn’t Guffy jumping on Donahoe?

  15. fix the products and fix the P.O. .There are too many options without any benefit to the postal service. Parcel options should be express, priority, or parcel post, no need for media mail or first class parcels.Eliminate the subsidized standard and bulk mail all letters should first class, there is not enough FCM. The standard or bulk mail does not pay its own way with the drop in FCM. Same for flats

  16. Shuffle tour management and support staff into new jobs and then say “Wow look what we did at the eas and management levels” and then do some actual cutting of the people that actual do the work and deserve the jobs!

  17. start with the people who work in admistration. in our office everyone in admistration was made a manager i think just to make them feel like they are better than the people who work the mail. they should put them back on regular employee payroll and take away some of those perks and when they need help on the floor working that mail they ought to make them come out of that ivory tower and put in some overtime. they are capable and not broken down like the workers they could put out alot of mail.
