At the Postal Regulatory Commission: (focus: testimony of Stephen J. Masse, V.P. Finance and Planning, USPS)

  • The Postal Regulatory Commissioners started the day by acknowledging the contributions of the late senator from Alaska, Ted Stevens, who died in a plane crash yesterday.
  • In response to modest gains in mail volume, largely in quarter one, the USPS’ workhours are up compared to plan.
  • Twelve FSS machines are operating in five locations thus far. Massey said the USPS is still working on the equipment and fine tuning it.
  • Massey told the Commission that, in the near-term, the greatest benefit to the USPS could come from changes to its pre-funding requirements. He said the exigency increase won’t be of any help until QII in FY2011, and, even at that, the benefit will be only on the order of $2 billion.

  • The USPS had considered filing an exigent price increase request last year, but demurred because of the recession, and because such an increase wouldn’t be the “silver bullet” for meeting the USPS’ longer term needs.
  • The Postal Service had been operating under the assumption that mail volume would return after the recession.
  • Massey said he believed postal customers had received some benefit from the nation’s very modest economic recovery. [His answer came in response to a question from Commissioner Blair as to whether Massey thought that customers would do equally well in the face of a double-dip # recession. The implication? They can afford it. It’s a matter of “sharing the pain.”]
  • Massey implied that the USPS cannot successfully operate under the current law in the face of economic downturns.
  • He said “only time would tell” whether the USPS would be back asking for yet another exigency rate increase if the economy were to go sour.

It would seem, he said, that “extraordinary or exceptional” was going to be the new way of postal life. Massey said that “only time will tell.” [EdNote: Seems as if Senator Collins is correct in her contention that the USPS seems to lurch from one fiscal “crisis” to another, and will continue to do so in the future.]
  • Massey said that any exigent increases that might be approved will remain in place even at the time of any future PAEA-permitted inflation-based price changes.
  • Commission Langley noted that postal forecasts are questionable, since they are based largely on retrospective perspectives, rather than those that are more consistent with changing postal market realities.
  • Massey said that the present exigent request is both an effort to address an immediate anda longer-term planning need.
  • Massey acknowledged that underlying this case is the belief that these prices are what the market is willing to bear.#
  • * Commissioner Acton said that he had a problem with the Postal Service asking mailers to pay after they’ve already paid what was required of them to the Civil Service Retirement Fund and the pre-funding of retiree health benefits.
  • Massey said that even though rate payers already have paid on these obligations, even if all these payments were appropriately credited, the USPS would still be facing a financial crisis.
  • Massey said that the marketing initiatives the USPS currently has planned would not be sufficient to meet the USPS’ financial needs.
  • Employee-related costs still account for 80% of all postal costs. All reductions in career employees have been actualized via attrition. There are now no specific plans for voluntary separation incentives.

  1. No one owes me anything but what I’ve earned, after I’ve earned it. But OPM regs say any CSRS employee who takes a penalty on a VEO program “should” be offered “a minimum of 6 months base pay” for taking the penalty. So I won’t take any VEO which requires me to take a reduced annuity. I also have 29 years service and only lack the age requirement. Now for the unpopular part. If, (and if is a big word) we are truly overstaffed get rid of the extra people within current contracts and regs. (Last hired first fired.) Make all managers justify there jobs. (Good luck with that.)And accept the fact that our market is gone and 5 day delivery, (or less) is inevitable. Only a major change in the business model of the USPS will save it. A century ago the buggy whip companies were going under. 50 years later telegraphs went away. USPS is following them. Learn and adapt.

  2. Early outs? Incentives to retire? Something for nothing. It’s what so many people want. Do like I did. Work the required number of years and reach the age required. No one owes anyone anything. Craft or management.

  3. So does this mean no early outs or incentives to retire. Guess CSRS employees will be hanging around for awhile. The PO is so stupid. Offer these employees an incentive so they will leave and then more money will be saved by not having to pay their salaries.

    Headquarters need to get their heads out of their behinds. This is not that difficult.

    Why has Congress not removed the $5.5 billion payment that is singularly responsible for the postal fianacial crisis?

    How can testimony from postal officials have credibility when the Postmaster General “Doomsday” Jack Potter has been caught fabricating his own numbers?

    When will the Postal Service act like private business (see UPS, Fed Ex) and trim down management and administration when there is a financial crisis? The near term will see a sharp rise in illness and injuries as the Postal Service has been overworking it’s existing employees for the last two years.

    When will the lack of transparency (see congressional teztimony), negligent management (see OIG), and failure, year after year, to follow or improve labor policy and agreements be investigated by Congress and resolved?

The near term will see a sharp rise in illness and injuries as the Postal Service has been overworking it’s existing employees for the last two years.

    This bogus 80% number continues to be included in postal news unabated. After purging 30,000 career employees last year, they still use the magic 80% number.

    Fact: Postal management salaries are INCLUDED in this 80% postal expenses figure.

    Fact: Of this 80% figure, 57% of that amount is for management salaries, NOT labor negotiated salaries.

    Fact: Despite a sharp pattern of decreasing craft jobs, management jobs have been rising steadily in the last 3 years; over 30,000 additional jobs. More management for less employees…….why?

    The USPS continues to post bogus numbers ahead of upcoming contract negotiations. Labor is NOT 80% of postal costs; more like 43% of that 80% figure. Also, the oft-repeated projected loss of $238 BILLION over the next 10 years is likewise artificial.(USPS has NEVER had a fiscal year with losses of more than 8 billion, yet we are to accept that postal projections call for losses of TRIPLE that figure, $23.8 BILLION PER YEAR,…for the next 10 YEARS!)

    This pattern of promulgating false information is done to negatively affect upcoming contract negotiations.

    One last fact: Subtract the pre-funding requirements from the last 4 postal fiscal years, and miraculously, the postal service is operating with a surplus, NOT a deficit. Why are postal unions letting these figures stand unchallenged?
