Postal Service Outlines Five-Day Delivery Proposal

 Announces Launch of Website

WASHINGTON – The U.S. Postal Service Board of Governors today approved management’s request to move forward with its five-day delivery proposal and to file a request for an advisory opinion with the Postal Regulatory Commission (PRC) on March 30.

Postal Service Vice President Sam Pulcrano, who has been leading an internal five-day delivery task force, also told the Board at its meeting today that a website will be launched to provide customers with the details of the proposal. The website also will include a special section telling business mailers how to manage a change in delivery. The site can be accessed at http://www.usps.com/communications/five-daydelivery.

The five-day delivery proposal is a critical element of a larger plan, “Delivering the Future,” announced March 2. An action plan for the next decade, it presents a balanced approach needed to ensure a viable Postal Service for decades to come. The plan includes legislative and regulatory changes needed to give the Postal Service the flexibility to make necessary business decisions in a timely manner, including the prefunding of retiree health benefits, pricing and delivery frequency.

Two of the plan’s key proposals require action by the Congress: a restructuring of the payment schedule the Postal Service is required to make to prefund retiree health benefits and the elimination of existing statutory language mandating mail delivery six days a week.

Pulcrano told the Board that the five-day task force has spent the last several months seeking stakeholder input and refining the proposal to address mailer concerns. He also said extensive market research has been conducted and Postal Service findings have been consistent with most national polls that have shown that the American people would approve of a five-day delivery schedule if it would ensure a viable Postal Service well into the future.

A USA Today/Gallup poll conducted earlier in the month showed support for five-day delivery across all age groups from 58 percent in the 18-34 bracket to 73 percent among those 55 or older. An earlier Gallup poll showed that 69 percent of all Americans were agreeable to a five-day schedule if it would mean stable stamp prices and a Rasmussen poll showed 66 percent in favor if it would help the Postal Service maintain financial stability.

Pulcrano also highlighted the key elements of the proposal which will be detailed in the filing with the PRC: street delivery and blue box collections will be eliminated on Saturdays, Express Mail service will continue seven days a week, Post Offices currently open on Saturday will remain open, PO Box accessibility will continue and bulk mail and drop shipments will continue to be accepted at facilities that are currently open. If implemented, Pulcrano told the Board the estimated annual savings would be $3.1 billion.

CUT FROM THE TOP AND KEEP THE PEOPLE WHO ACTUALY WORK THE MAIL NOT THE PENCIL PUSHERS WHO JUST GO AROUND BEING BULLYS TO THE EMPLOYEES….

  2. It’ s a well known fact that they (management) have always been encouraged to treat the craft employees like shit!! I will never understand why, seems to me you get more done when you have happy employees that want to work instead of people who are always pissed off/on that end up just not caring anymore and just going with the flow and just showing up to make 4 clock rings… I’ve been @ the PO for 25 years and I give my all everyday even though I’m injured I still want to work and I care that the mail is done right the first time, and I see so many people who just don’t care anymore saying it’s not my job!! but that’s not true it’s all of our jobs to care and get it right so that we can keep our jobs…Did you know that’s why alot of management went into management because they couldn’t cut it in craft, they were lazy or this was their way to get away with being a bully that’s how they probably were their whole life and now they are encouraged to do it.. ( THEY GET THAT LITTLE MAN SYNDROME) YOU KNOW WHAT I MEAN?

  4. When there is a Holiday the day after we can expect to be OVERWORKERD, IN A UNSAFE MANNER, RUSHED, MAIL DELIVERY UNTIL 10 PM JUST LOOK FOR HEAD LIGHTS ON THE CARRIERS HEADS!!! I’M SURE WE HAVE ALL SEEN IT HAPPENING BY NOW, I SEE IT AT LEAST 2-3 TIMES A WEEK, AND DON’T YOU DARE GET HURT OR YOUR ASS WIIL BE OUT OF A JOB!!!!! WITH THIS (N.R.P.) BULLSHIT…… THIS WILL SOON BE THE NORM…..

They can’t wait for the day that we go to 5 days… True we are the only one who can deliver 1st class and use the mail boxes, but alot (most) of our revenue comes from 2ed and 3rd class mail.. Get to know your mail… This is not a scare tactic it’s the truth and you should be worried, take a look around and see just how many managers there are,do you see the ones that are following you on you’re route!! and ask yourself do we really need that many? NO They are just trying to justify their job… CUT THE FAT FROM THE TOP NOW!!!!!

  6. Why does everyone think UPS/FedEx is going to take over if we end Saturday delivery? Only the Post Office can deliver 1st class mail, and use the mailbox.ANYBODY can deliver 2nd class and bulk mail now, 7days a week if they want to. It’s stupid to think our competitors are waiting for Saturday to open up so they can jump in. We do it 6 days a week and lose money at it. Heard any mailers talking about an alternate delivery plan? Quit the scare talk and use your brains.
    Really want to save the PO? Put it back under Congress, like it was until the Republicans effed everything up.

  7. I was wondering how the USPS plans to cover sick days, vacations, , extra help after 3 day weekends due to holidays, etc. Noone is going to stick around if they don’t have even one guaranteed day per week. Every office will need several subs, but how will that work logistically?
    Will they hire full time subs? Will they get benefits? I have not seen this addressed anywhere yet.
    Also, I agree that the fat trimming should start at the top. I have a few in mind…

  8. What happens when there is a Monday holiday? The the Tues. after a Mon. holiday is already overloaded.

  9. Obviously those polled are people who don’t DEPEND on home delivery. What about those folks who are homebound? Limited independence? Some of those people count on having delivery on Sat. Sometimes their medications or that check, or newspaper comes on Sat. Why make them wait two more days to receive something that they paid good money for? Besides the fact that it would screw up a precise streamline nationwide on delivery and processing all the mail and parcels. Never mind that the national job loss is out the roof, let’s just add several thousand more to that. That makes no sense at all. If we eliminated 2/3 of the top brass, we’d be out of the red and into the black. Think about it, they are making all this money for what? To make stupid decisions that affect us, not them. And these polls that are out there, come on, get real. You are obviously targeting those who will give you the vote you want.

  10. If they offer me a good enough severance I will go… they denied my claim for my neck, which was ridiculous! I have seen other claims which are so obviously from the repetitive actions we do, another way to get rid of us. So I feel I am being forced out of my job now! I guess that’s one way to “trim the fat” @ the P.O.. Let’s see what they offer US- it’s sad to have to resort to 5 day delivery. But the time is right for some of us, sadly enough..

  11. Delivering the Future (into the hands of our competitors). Each class of mail needs to pull it’s own weight and managers need to be held accountable for the number of grievances they generate and the $$$ they cost the postal service in settlements. In our district, the more they violate employee contracts, the bigger hero they are with the district manager. This has to stop. We can put this right if employees are treated with the dignity and respect they deserve. The USPS can be saved just on the discresionary effort of the workforce. Currently, that is being discouraged by the way management treats us.

    Potter says no need to cut Saturday service with funding fix: Confirming what the NALC has been saying, Postmaster General Potter told a Senate subcommittee March 18 that if USPS is repaid $75 billion it’s been overcharged for the CSRS fund, USPS’ financial problems would ease dramatically and there would be no need to eliminate Saturday mail delivery. “You’re saying if the $75 billion is found, you wouldn’t have to cut the frequency of service?” asked Panel Chairman Dick Durbin (D-IL). Potter replied, “Right.” “We’ll have to look into that,” the senator said. Watch the testimony here

  14. The Postmaster General needs to CUT THE FAT FROM THE TOP!!!!! STARTING WITH HIMSELF JUST HOW LONG DOES HE GET TO STAY IN THAT JOB ANYWAY? WE HAVE WAY TOO MUCH MANAGEMENT THAT DON’T DO ANYTHING, I FEEL IF YOU’RE NOT WORKING MAIL WHAT THE HELL DO WE NEED YOU FOR… THE ONLY ONE HAPPY ABOUT US GOING TO 5 DAY DELIVERY IS UPS, FED EX, BECAUSE THEY CAN’T WAIT TO TAKE THE REST OF OUR BUSINESS… THE BOARD OF GOVENRS AND THE POSTMASTER GENERAL IS HANDING OUR BUSINESS (JOBS) TO THEM ON A SILVER PLATTER… ARE THEY REALLY THAT BLIND OR STUPID THAT THEY DON’T SEE WHAT A BAD BUSINESS DECISSION THIS WHOULD BE… BUT THEN AGAIN THEY SEEM TO MAKE ALOT OF DUMB DECISSIONS LATELY LIKE THROW YOUR INJURED CRAFT EMPLOYEES OUT ON THEIR ASSES AND LIE TO THEM!!!!!! BUT YOU KEEP MANAGERS AND THOSE WHO KISS A*S !!!!

  15. charge the Advo’s and bulk mailers higher rates comparable to the first class rate and get congre’ss to stop taking five billion a year for prefunding…..its as simple as that….no layoffs an hiring can be brought back to give service…that”s what uspservice means….advo and others will have to bite the bullet…ups and fed ex would not even attempt to do it…..they may cry for awhile but they will stay with us and increase our revenue…..

  17. If they approve this, be sure to stockpile some more unemployment funds because it will result in probably 3 – 500,000 jobs rite off.
