Gary, The Postal Service mislead many employees into the reduced work schedule under NRP by saying OWCP will pay the lost hours. This is not always the case. If an employee was given an LWEC (Lost Wage Earnings Capacity)decision by OWCP after they returned to work with a job offer, then OWCP would not pay the lost hours unless you can prove the LWEC was done improperly. When you get a denial letter from OWCP all this should be on it. Please google LWEC and find the DOL's directives and appeal the denial within 30 days as required. You may have a case if you can prove the prior job offer was "make work" because the Postal Policy was," we have work for all injured on duty employees". You see they must repay OWCP 100% for monies OWCP pays Postal Employees. If you did not have an LWEC then they will pay for the lost hours, even it was because the person handling your case forgot to do one. This is clealy a cost saving tool used by the Posatal Service. They found a loop hole meet with OWCP and told in the back room what they were going to do. One more thing they should be doing Voc rehab, (schooling/training for a new career)The key is do your home work in the 6 hours you would be at work. I hope this gives you some place to start.
