It's The Law: USPS Six-Step Process To Address Workplace Harassment

The Postal Service’s Initial Management Inquiry Process (IMIP) helps managers resolve harassment problems and ensure employees have a harassment-free work environment.

“The Postal Service is committed to providing a work environment free of harassment based upon race, color, religion, sex, national origin, age, mental or physical disability, generic information or in retaliation for prior Equal Employment Opportunity (EEO) activity,” said PMG Jack Potter. “We will tolerate nothing less.”

IMIPs — which are required by law — also help improve morale and reduce USPS liability.

Harassment is defined as unwelcome verbal or physical conduct, or demeaning or hostile behavior, aimed at an individual or group.

The six-step IMIP is conducted by trained managers, Postmasters and supervisors whenever a harassment complaint is brought to their attention.

The six steps in the process are:

* Respond promptly.
* Obtain information.
* Begin IMIP.
* Estimate information.
* Plan of action.
* Follow up.

During the process, all parties also are advised of the confidentiality and limitations of the IMIP and that retaliation is illegal and will not be tolerated, according to EEO.

Managers are obligated to resolve a harassment complaint and remedy the situation as promptly and as thoroughly as possible. They also are responsible for conducting the investigation fairly and impartially.

“Any manager or supervisor who receives a complaint must see that a prompt and thorough investigation is conducted to ensure the harassment or inappropriate conduct does not happen again,” said Potter.

It’s all Women he treats bad! must be something to do with his last ex-wife that clouds his ugly head.(JERK) my opinion he has (LITTLE MAN SYNDROME) who couldn’t cut it in craft, and when he was in craft we all remember he was WORTHLESS!!! RETIRE ALREADY “LITTLE MAN” OH and by the way STOP looking at OUR CHEST PIG!!! Do you really think we don’t see you LOOKING? show some RESPECT!!!

  2. There setting the bar of harassment in Merced, CA. PM Chuck Mitten along with his brain trust supervisors Angie and Christina are so extreme about their determination to harass my wife that she literally has to schedule a time to hand them a PO 13(inter-office memo) to make an appointment to tell them about harassment even if it’s the “B” word in reference to people of Hispanic ethnicity, which my wife happens to be. She finds this highly offensive of course. But she has found out that her complaint to the EEOC and NLRB have fallen on deaf ears. It is my opinion that the USPS does not have a zero tolerance for either HARASSMENT OR RACISM. I am asking you to start speaking out on this site and others until harassment and racism can no longer be tolerated and that USPS management stop there manufacturing discipline and impugning employees who stand up for what is true, right and honorable.   3. I filed police complaints, one in April, against my PM Connie Leurkens for shoving me, and one in June against a customer, a former PM, Tom Larson, who threw a parcel at me at the counter in Eastsound, WA.

    An investigative interview was scheduled, but was “called off” at the last minute by my PM, who, while she failed to notify me, did call my union rep and leave a message on his voice mail about this cancellation, and he called me to let me know. The interview was in fact held with Les Stewart and I was called a “no show,” complicating my situation.

    I was removed without due process after repeatedly asking for my union rep during an underhanded interview by Jim Walters, who lied to me throughout the interview about it’s purpose, and a letter quickly drafted stating that I was a danger to myself and others. I was forced to give my badge and keys, including cash drawer key, without benefit of having the cash drawer counted and signed off on.

    I’m unsure why, if I’m considered a problem, would PM Leurkens be perfectly comfortable acting in such an unprofessional and vindictive manner in her dealings with me?

  4. We were one of many offices to be moved to another office this past fall. Since the day I walked in the Horicon PO, the postmaster has been after me. Mind you, I’ve never stepped foot in their PO before, have never met the PM or the clerk…..Recently, the PM started yelling at me in front of the clerk that I was way to late to get out of the office and she continued to go on a rampage. I was done in less than the allowed time for my Rural evaluted time. This is just one of many times the PM has done this and I think the clerk is behind alot of the crap that is going on in that office. The rest of us belive that they want me to quit or get fired so that one of their RCA’s can take over my job. BTW, the other RCA has started training for my job this week. What can I do. No, I do not belong to the union. I am only an RCA.

  5. Harassment and intimidation is also true at the morganton nc post office. Instead of telling you what you done wrong on the job they systemactically turn your coworkers against you.

AT THE INCOMING MAIL FACILITY IN LINTHICUM, MD 21090, PLANT MANAGER HERBERT OWENS..THE NORMAL PRACTICE IS FOR HIS MDO’S AND SUPERVISORS TO HUMILLIATE, HARASS, BELITLE THE EMPLOYEES IN ALL CRAFTS. MDO CURTIS WARNER HAS MULTIPLE SEXUAL HARASSMENT CASES LODGED AGAINST HIM AND HE WAS PROMOTED FROM SUPERVISOR TO MDO. SDO FAYE HEMBREY IS ALLOWED TO POINT HER FINGER, YELL, DELETE EMPLOYEES TIME WHO IS ON THE CLOCK AND THE PLANT MGR. PROMOTES THIS TYPE OF BEHAVIOR. THERE IS A MALE (M/H) EMPLOYEE WHO HAS A HISTORY OF HARASSING OTHER’S AND HE WAS REMOVED BY THE COURTS TEMPORARY, THE PLANT MGR REFUSES TO DO ANYTHING ABOUT THIS INDIVIDUAL. OTHER EMPLOYEES HAVE SOUGHT RELEIF BY FILING A PEACE ORDER VIA CIRCUIT COURT OF MARYLAND, THE PLANT MANAGER RATHER ACCUSE THE VICTIM THAN ASSURE THE SAFETY OF THE EMPLOYEES OF THE INCOMING MAIL FACILITY (IMF). UNION STANDS BY DOING NOTHING. LABOR STANDS BY DOING NOTHING. WHAT DOES MR. POTTER HAVE TO SAY ABOUT THIS..

  7. Who do you report an abusive supervisor to, if they are supported and encouraged all the way up the line? You can file a grievance which ends up as an impasse because the DRT management advocate simply repeats the allegations and will in no way see reason. In pre-arbitration, they are farther from the problem, and more than likely will make a decision that screws you, and lets the supervisor off the hook.

    Potter can make all the policy he wants, and the rest of management will ignore it and do as they please.

  8. It”s true I am in Omaha too. I feel he has cause a hostile enviroment. Tri has also had sexual harassment charges against him, but they let him come back. He barely speaks english.
    Also, A few years ago two clerks who did not like each other were forced to work together , one could not deal with it and shot the other a block away. Ones dead ones in prison. Management knew they were not getting along, says clerks who worked with them also.

  9. upper management encourges intimidation and harassment. I have seen this going on daily at my unit. My manager is the one who is doing all these dirty work. He lost an EEO case and came back with retaliation. He was sent back to retraining but got promoted at the end. The postmaster support this guy all the way.

  11. Nothing happens when your complaint of harassment is because of your supervisor or manager. They are on there way to the top! The Postal Service promotes abusive styles of management.

  12. there is a rampant policy put out by the post office that is nothing short of bullying like that is done at schools all across America. It is accepted by the highers ups as neccessary action to get the numbers that they need for the bonuses to be paid out

  13. I submitted a Workplace harassment complaint directly to John E. Potter naming Tyrone Williams and Anatole Cowart and he took no action. His policies are just lip services because he is well aware that he have managers who use these tactics with Postal employees.

    When upper management is made aware of the illegal activities of its managers all they do is promote them and move them to another facility.

    The house need to be cleaned starting from the top on down.

    Mr. President- No bail out for the USPS. Cut the management staff. Most have made up job assignments.

  16. The question that Mr Potter has not answered is, what happens when a a supervisor will not stop ? This is another example of management throwing more ” steps ” in instead of action. They need to police their management people with either disciplinary action, or demotion when employees are being harrassed. If someone came up to you and harrassed you in the street you could have them legally arrested.
    I have never seen an employee initiate harrassing a supervisor.

  18. Gary cummings from Columbus ga has made racial slurs to African Americans and women and he just went through this failing process 30 days ago. Also Ron muzeka enables Gary to behave in this way so both of them need to be sujected to this process and then removed
