Even in the historical account it reads like chaos and inepititude as from the original idea of reducing the management complement, to having a modicum of control, it failed. The diplomatic efforts of the GAO writers in reporting the effects and results could not disguise to the reader the remarkable lack of control and planning that lead to the loss of service standards and strain on the mail system.
I would suggest that another system of oversight be considered for the USPS as the current ability of the Service to manage itself has been found wanting</description>
