In a letter dated April 4, 2004 (that is still in effect to this date), Postmaster General Jack Potter wrote that &quot;...a decision has been made to change the rate retention policy for PCES and EAS employees impacted by organizational change, transfer-of-function, Reductions-In-Force (RIF), or RIF avoidance. The policy for these actions will be two years of saved grade followed by indefinite saved salary. This will apply to both veterans-preference-eligible and non-preference-eligible employees.....This policy will be applied prospectively for future organizational changes.&quot;</description>
