The United States Postal Service (“USPS”) is seeking information from parties interested in engaging in a long-term relationship as Supplier and/or alliance partner with the USPS to implement innovative solutions to enable USPS to efficiently and effectively manage its change-of-address (COA) program, while capturing the significant commercial opportunities presented when a postal patron submits change of address forms in connection with a move. Although the USPS desires at this time that interested parties be willing to fund all costs associated with the program, your response should address how the operating costs and potential future investments could be financed as well as your interest in taking on this role. 
 
The process requires the submission of information from interested parties followed by an evaluation period in which the USPS will determine whether to move forward with a statement of work and request for proposal.
 
Background
 
Over 46 million Americans change their addresses annually and the processing of change-of-address (COA) orders received from postal patrons is a vital and necessary part of the USPS’s core mission to maintain timely service to the public.  In service of this mission, the USPS processes approximately 46 million change-of-address orders each year.  .
 
The mobility of the American population presents formidable challenges for the USPS and business mailers to maintain high-quality mailing lists that are up-to-date and accurate.   It also offers a significant commercial opportunity for businesses to form relationships with potential customers because moving inspires increased, and predictable, event-driven spending patterns both before and after the move date.  The USPS currently offers several services for postal patrons to update their address when they move., however, the USPS will not provide name and address lists to the supplier and/or alliance partner or vendors, pursuant to 39 U.S.C. § 412 and federal privacy policies.

USPS Objectives
 
The USPS wishes to continue and enhance, where feasible, marketing programs that leverage the COA program to capture the potentially high-growth commercial opportunities generated when a patron files a change of address with the USPS.  A strategic relationship between the USPS and a capable and compatible supplier and/or alliance partner would be designed to defray the USPS costs of the COA program and deliver meaningful revenue growth for the USPS and its partner.  The USPS is uniquely positioned in its relationship and interaction with movers when processing a change of address order and seeks to create innovative and effective marketing programs designed to capture the value potential inherent in this relationship.

The USPS is seeking information from companies interested in partnering to develop innovative solutions to defray the USPS costs of the COA program and drive revenue growth opportunities through advertising and marketing opportunities.  Interested parties should address all of the competencies listed below and are encouraged to identify additional capabilities, enhancements and/or concepts.

  1. outsource the care of coas its already screwed up due to Pars and alot of carriers who do not know whaty to do with mail that is forwared or undeliverable they just keep putting it in the pars systems I have seen undeliverable mail with up to 10 labels on it the system its worst each time management come up with a better way all it is is cutting the service and I do think at some point there should be a charge some people must move every month and they get their mail all the same charge for moving maybe more than once in a year then people may stay put

  2. the postal service has failed to see the light at the end of the tunnel again. mainley because non of them were ever in busseness and they are just doing the puttit management style. here goes. first the p.o. raisd stamps and every one is wanting to any other service but ours because we raised the price 2 cents. since 1971 we have raised stamps 1 cent per yr name any company that has raise there products that little or less non. however if the post office charged 5 dollars for a resendent and 10 dollars for a bunness for a coa . first by raisinf stamps we raised 40 million ayr. by charging for a coa we raise 230-300 million a yr. then we also charge for retrune to sender mail and we net over 2 billion dollars ayr. we are doing so much for free and we are missing the point of busenness. in tough and good time we need to see where we can get the most out of our busness. i have owned two busness bought them for a few dollars and changed them and sold them for big bucks . alwys have worked two jobs. just think the services we already we charge those who use it to support the rest of the post office or we can count only on stamps sells and we wait and remember the last one out please turn out the the lights as we fad into the night . remember first it was the ponet express , train service , the ice man, the milk man, the paper boy and next it will be the mail/ postal employee. your choice . let those that use the service pay for it . that will make the rest of the customers very happie.

  11. That is great, outsource piece by piece each part of usps, so that usps doesn’t have to pay for it. Then we all can work for walmart contractors every where and lose our jobs. Yippee!!!

  12. Send it all back as undeliv. as addressed. When they miss a bill or two or an important letter they’ll smarten up. Premium forward otherwise. And NO SNOWBIRDS!

At least some of if not most of the responsibillity for forwarding mail should fall on the shoulders of the person moving. forwarding was never intended as a means to get all of your mail forwarded, but to get the ones you forgot to let know your new address. It’s very rare that a person moves without knowing a month in advance that they are moving. Most know several months ahead. Just cut down to 3 months the length of time mail can be forwarded, and be sensible about what mail can forward. A good rule of thumb would be handwritten mail forwards, all other is returned immediately to sender with the new address just as it is now after 12 months. There is absolutely no excuse for power bills, credit card statements, magazine subscriptions etc etc to not have the correct mailing address of a person.

  14. 03-21-2009 The only option is tell everyone you know to do there own address corrections with all mailers before they move. Now everyone will see there is no service left in the Post Office.

  15. I suggested we do away with forwarding all together. no one else does it and people should be more diligent in using a correct address anyway. OR, possibly charge for the service and keep it in house. That would be more of an opportunity than just another give away.

  16. The Letter Carrier and only the Letter Carrier should be handling the Mark-Up. The CFS program is a total failure. Each Letter Carriers case has a computer and keyboard. Carriers print out their own applicable labels to a central printer. Supervisors could be useful (a little), by dropping the printed labels on our cases prior to our return from the street. Labels could be attached to the proper letters and (here is the kicker), Carriers drop it in the outgoing mail for the same day processing. Commercial businesses, or individuals, could pay a premium for this under the new program called: (FFR) Fast Forward Returns. Let us put the “Service” back in the name. Route computers would keep all the talleys, so you won’t need a supervisor doing it. Hell, put it in our new business orientated scanners, with slide-out keyboard. Anymore ideas will cost you…..

Most endorsed mail gets thrown in trash anyway, a lot of the new carriers don’t even know what endorsed mail is…. even had one chuncking pre sorted 1st class because it didn’t have a “stamp” on it…. The old saing “the Check is in the mail” is more like “the check is in the dumpster” . management dosen’t care because it doesn’t show up in the numbers…..

  18. Start charging people to change addresses like they do oversees. It cost 20 Dollars in Europe to change an address. I bet we get a lot less of them and we would make some money on it.

    Yeah, I agree it’s a horrible idea! But sadly it’s more junk from the “privatization” school of thought. There is no end to ways to break up the USPS, subcontract/oustsource the work at a cheaper rate with no accountability for the clowns calling the shots. (For example, sure, let Halliburton do it. Why not? They’re not being held accountable for their privateering/fleecing of our tax dollars. They should be reimbursing us the taxpayers for their corruption.)
    Management no longer lets us keep a record at the local level where the hell people want their mail forwarded to. They claim it’s meant to prevent identity theft & protect privacy. Are you kidding me? A procedure that worked for more than 20 years I bet, doesn’t work any more?! What crap! So anything new has to be better than the old/existing way because it’s new, right?
    Honest to God, I’ve been a carrier for 11 years & I swear I’m not gonna make it another 4; the insanity just gets worse every passing year.
    One of the things I do take solace in is that middle management is running scared. Carrier supervisors, station managers, area managers, etc. are facing lay-offs. (Craft employees can fall back on our national agreement. We can’t be laid off –at least not until the next contract, 2011, or they’re gonna open up a rat’s nest of trouble.) That is the path of least resistance for the upper tier: kick all the lackeys beneath you to the curb. Middle management can’t put up the fight that craft can.
    So, management can badger us to do more & get off the clock in eight hours, but the truth is there is a clock they don’t see that’s counting down the hours until alot of them are laid off. Mark my words it’s coming.

  22. Among the dumbest moves (aside from making the PO a CORP>) was take address changes away from the local office where these folks live and do business !

  23. Let my Buddy’s company handle this job, the company is call Haliburton, this is a great company, it has screwed the USA for many years with it’s contracts. Just like the one the USPS wants to give us.
